Renewed Attention on Violence After Shooting Rampage

MEMPHIS, Tenn. – Mourning and anger enveloped the city Thursday as authorities sought the motive for a gunman's daylong, livestreamed shooting spree that left four people dead and three wounded.

The carnage began early Wednesday. As the day progressed, residents in some areas were told to shelter in place, public bus service was suspended, and many restaurants and other public places were shut down as the desperate search for the assailant intensified. 

Ezekiel Dejuan Kelly, 19, was captured Wednesday evening after a carjacking in neighboring Mississippi. 

Memphis Mayor Jim Strickland expressed outrage that Kelly had been charged with criminal attempted first-degree murder two years ago but pleaded guilty in April 2021 to the lesser charge of aggravated assault. He was sentenced to three years in prison but served just over two years, including credit for the time he was jailed before his plea, and was released in March.


If Kelly had served his full sentence, he would still be in prison "and four of our fellow citizens would still be alive," said Strickland, who called the criminal justice system "a revolving door'' and expressed condolences to the victims and their families.

"I’m angry for them, and I’m angry that our citizens had to shelter in place for their own safety until the suspect was caught," Strickland said in a statement. "This is no way for us to live and it is not acceptable."

Memphis has been shaken by several incidents in recent weeks, including the killing of a pastor during a carjacking, the slaying of an activist during an argument over money and the high-profile abduction and murder of Eliza Fletcher, a 34-year-old teacher and mother of two.


The city, which had a record number of homicides last year, was already reeling from the abduction and killing of a young woman when a gunman shot seven people, four of them fatally.


MEMPHIS — Memphis had already been on edge. Just days earlier, a kindergarten teacher had been abducted on an early morning jog in the city and was later found dead.


But on Wednesday, the city felt paralyzed. That night, a gunman set off a frenzied manhunt with a string of shootings that left a trail of bloodshed across Memphis, killing four people, wounding three others and causing widespread alarm until he was cornered by the police and taken into custody.


Now, the day after the rampage, fear had settled into fury, stoking a renewed sense of anger and concern over violence in Memphis.


“I’m angry that our citizens had to shelter in place for their own safety until the suspect was caught,” Jim Strickland, the mayor of Memphis, said in a news conference on Thursday. “This is no way for us to live, and it is not acceptable.”


Memphis has long struggled with chronic poverty and crime and is often ranked among the nation’s most violent cities. Its troubles have intensified in recent years. In 2021, the city had a record number of killings, with 346. In 2022, the violent crime rate compared with last year’s has only marginally improved, according to police statistics.


The recent violence has inflamed tensions over crime and policing, prompting calls for bolstering the city’s police force. It has also stirred broader fears about how violence and crime are undermining the city’s development.


“I think people are overwhelmed,” Chase Carlisle, a city councilman, said in an interview on Thursday, “and I think they’re scared, and I think they’re looking for answers as to why this is happening and how do we curb it.”


Police officials said the violence had started after midnight on Wednesday, when a gunman shot and killed a 24-year-old man in a driveway. But the most intense period started after 4 p.m., when the Memphis police reported two shootings by the same gunman in nearby locations. In one, a man was found fatally shot in his car, the police said, and at the other, a woman had been shot in the leg.


More than an hour later, the police said, the gunman, identified by the authorities as Ezekiel Kelly — who was then streaming live on Facebook — charged into an auto-parts store and opened fire, critically wounding one man there. The gunman then fatally shot a woman during a carjacking. After that, he fatally shot another woman and wounded a man, the police said. The gunman then stole another vehicle at gunpoint in Southaven, a Memphis suburb just over the state line in Mississippi.


The police then pursued Mr. Kelly in a high-speed chase that led him back into Memphis, where he was arrested shortly after 9 p.m., officials said.


“This has been a horrific week for the city of Memphis and the Memphis Police Department,” the police chief, Cerelyn Davis, said during a news conference in which she detailed the harrowing chain of events on Wednesday.


Chief Davis also noted the anguish still rippling through Memphis after the killing of Eliza Fletcher, the 34-year-old teacher and mother of two who had been abducted. Ms. Fletcher had last been seen on Sept. 2.


She had been out jogging near the campus of the University of Memphis, near the heart of the city; the authorities said that she had been forced into an S.U.V. Days later, her body was found behind a vacant duplex apartment in South Memphis, about seven miles from where she had been taken, the police said.


In that case, one man, Cleotha Abston, 38, was charged with first-degree murder, as well as with kidnapping-related offenses.


“Our city is hurting,” Karen D. Camper, a state lawmaker representing Memphis, said in a statement.


“There is a long road ahead and much work ahead for us to do in order to begin to heal our city,” said Ms. Camper, the Democratic leader in the State House of Representatives. “And we will have those policy discussions.”


The violence has invigorated debates over residency rules for the Police Department, with some pushing for them to be loosened considering the vacancies on the force. Others also expressed outrage over Mr. Kelly’s release from prison earlier this year.


Mr. Kelly, 19, had been charged in 2020 with attempted first-degree murder, possession of a firearm and reckless endangerment with a deadly weapon. Mayor Strickland said Mr. Kelly had been sentenced to three years in prison after pleading guilty to a lesser charge, aggravated assault, but had been released in March after serving 11 months.


In a post on Twitter, Mr. Carlisle said that he had seen and heard lots of chatter from people saying the time had come to leave the city, that their angst and anger over the city’s climate were nearing a breaking point. “I’ll never tell anyone how to feel,” he wrote. “But I want you to stay.”


He said that Memphis was not alone, as other American cities also wrestle with increases in crime. In 2020, Memphis was one of several cities — along with Kansas City, Mo.; Cleveland; and Detroit — chosen by the administration of former President Donald J. Trump for infusions of federal law enforcement officers.


Still, Mr. Carlisle acknowledged the gravity of what his city was confronting. The turmoil over crime was especially clear as the rampage unfolded on Wednesday night, as he saw the alerts and was bombarded by text messages from scared residents.


During that time, the Memphis Area Transit Authority halted bus and trolley service. The University of Memphis locked down its campus. The Memphis Police Department blasted out urgent bulletins on social media: “If you do not have to be out, stay indoors until this is resolved.”


As he wrangled carts outside a supermarket, Terry Taliaferro, 60, said the Wednesday night violence that had pinged across the Memphis area didn’t make sense — no rhyme and certainly no reason. “Used to be there were bad neighborhoods you stayed out of,” he said.


“I don’t understand it,” Mr. Taliaferro added. “He was just shooting people.”


Lawrence Matthews was at home in his garage working on set pieces for an upcoming music performance when he got a text from a friend about the gunman. His first thought: Get some takeout for dinner before the roads got too crowded with police personnel.


“I was disturbed, but I was like, this is always happening,” Mr. Matthews said, noting on Wednesday that white and more affluent areas of the city were just seeing the kind of threat that he believed was much more common in poorer neighborhoods that had not received the same level of concern. “The only difference is it’s happening in Midtown.”


“These symptoms of poverty that is Memphis-wide that they choose to ignore,” he added, “are now creeping into their area and the places that they do champion.”


But as much as he worried about apathy and that residents would give up on the city, Mr. Carlisle, the city councilman, also maintained his optimism. Memphis had weathered a lot. He knew the city’s resilience.


“Memphis will endure,” Mr. Carlisle said, and so, too, will many of the residents who remain invested in building up the city. “We’re not going anywhere,” he said. “Memphis is home.”









Mary Dudley, watching police working behind crime scene tape at one of Wednesday's shooting sites, said she was not surprised this happened in Memphis.

“Living in Memphis is like living in every episode of Breaking Bad,” Dudley said.

Facebook Live post leads authorities to suspect

Police received a tip that Kelly was on Facebook Live threatening to "cause harm to citizens," Memphis police Chief Cerelyn Davis said. Police issued an alert a short time later, advising people to stay indoors while they searched for the suspect.

Reports rolled in that the gunman was posting videos of his attacks on Facebook. News of the alleged shootings spread across social media, where users reposted screen recordings of the shooting suspect's footage.

Facebook videos Kelly posted were removed from the platform that night. Kelly's Instagram account was also taken down Wednesday night.

Multiple witnesses saw first shooting

A police affidavit says the first attack took place shortly before 1 a.m. Wednesday. Three people said they saw Kelly fatally shoot Dewayne Tunstall in the head as Tunstall was visiting with friends at a home in Memphis. According to the affidavit, Kelly pulled Tunstall aside and, during their conversation, drew a handgun and fired several shots. 

Davis said officers responded to three more crime scenes before receiving the tip that the suspect was livestreaming himself and threatening to hurt people.

Carjacking leads to arrest

At 8:53 p.m. Wednesday, police in Southaven, Mississippi, tweeted that officers responded to a vehicle theft at a local gas station. Police swarmed the area, a few miles south of Memphis, and Kelly was arrested when he crashed, ending a high-speed chase.

Police did not reveal a motive for the attacks. The identities of the victims were not immediately released, but the Memphis Commercial Appeal reported two of them were Tunstall, 24, and Allison Parker, a nurse in West Memphis, Arkansas.

Stadium locked down, transit system suspended

Two cars were stolen during the rampage, police said. A downtown stadium where a minor-league baseball game was underway was placed on lockdown. TV stations cut into regular coverage to keep viewers updated. Friends and relatives called and texted to check on each others’ safety. The Memphis Area Transit Authority (MATA) suspended bus and trolley services.

"MATA leaders are acting in an abundance of caution and care for the safety of its drivers and riders," the public transit service said in a news release Wednesday at 8:30 p.m.

It was not until the news conference at midnight that authorities painted a fuller picture of Kelly's suspected actions, spanning several violent crimes across many miles of Memphis neighborhoods and into Mississippi. 

"This has been a horrific week for the city of Memphis and the Memphis Police Department," Davis said.

Nintendo has an anti-cheat system in place for the upcoming third-person shooter Splatoon 3, and it's already led to a ban on the console.


According to Twitter user OatmealDome, who helped develop the Dolphin emulator, Splatoon 3 had an anti-cheat system and Nintendo started issuing console bans for players modifying games. This likely includes a complete ban on Nintendo Switch Online.

OatmealDome does not go into detail about the process the anti-cheat system uses to detect those using the modded version of the game as it relies on security through obscurity. According to them, certain patches circulating on the Internet allow players to enter the testing area early, which is not possible in the official version of the game. They added that this patch appears to be the most important reason for the ban.


It is no different from the previous installment in the series, Splatoon 2. It also has an anti-cheat system that can detect such patches. So it's a bit surprising that people are willing to experiment with this type of patch for Splatoon 3, since the sequel required Nintendo to implement similar cheat countermeasures. Given the popularity of multiplayer games on the Nintendo Switch, it makes sense for Nintendo to offer its users a hacker-free environment.

Like the previous games, Splatoon 3 is a third-person shooter game. Players can choose to be Inkling or Octoling. Both use firearms that spray colored ink. Weapons come in a variety of styles and shapes, with most looking like everyday objects. For example, the Charger is a long-range weapon like a sniper rifle for shooting enemies, but less effective at painting the ground. Rollers are large paint rollers that can cover large areas with ink, but are usually limited to close combat. Splatoon 3 builds on this by adding new main and special weapons to the game.

Splatoon 3 won't be out until September, but Nintendo is barring players who hacked the game from accessing the test area earlier than expected.

In this week's Splatoon 3 demo, hackers gained access to unpublished in-game information, resulting in a ban that could apply to the game or the entire Nintendo Switch Online. What was in effect at the time of publication is not yet clear.


According to NintendoLife, certain data miners were able to uncover Splatoon 3's anti-cheat measures.


A special patch that has been released allows you to get into the testing room early. This seems to be the most popular reason for the ban.


Considering how Splatoon 2 also managed to find this patch, this isn't entirely surprising. I'm not sure why people think this is a good thing to try.


OatmealDome tweeted that "Nintendo is starting to issue console bans (perhaps a full NSO ban?) for players who have modified the game," before going on to say they "won't go into too much detail on how it works," as they see anti-cheating software relies on "security through obscurity". They further mention that Splatoon 2 is also capable of detecting the patch in question.


Nintendo has always been strict on players playing around with its games, and Splatoon 3 looks no different. This initial ban sends a clear message to those planning to leak, hack, or mod Splatoon 3 that they should reconsider. Anyone caught hacking the demo will not be able to play the full game when it launches on September 9.


Anti-cheat measures have been implemented in Splatoon 2 since 2018, and all modifications to the game flag the account in question, which usually results in a ban.
